T-1 Civic Stats

These are the Civic stats for Tier 1 civics. All civics also include country_government_civic_points_add = 1 which makes the civic free but I left it out of the list below to save space.
I might add civic stats for the other tiers later. In most of these cases, the next level doubles the effect though there at least a couple cases where it does not:

A-Fortifications Starbase Hull/Damage Mults goes from 0.5-2.0 incresing by 0.5 each time.
B-Seclusions Max Districts goes from 3-12 increasing by 3 each time. Its Max Buildings however does double. Note that the first part may change to be Non-Artifical I would prefer to increase the Planet/Habitat district counts but not the Ringworld but atm I know of no way to specify Habitats. I can either specify normal planets or everything.

There are a few other things to note:
1-The leader civics for Egalitarian/Assimilator also have the effect of increasing leader starting levels for Governors/Scientist with each Tier increasing the starting level by 1.
2-Im not sure why the Egalitarians Specialist reduces consumer goods upkeep and may change that in the future.
3-Honestly I am not entirely happy with some of the Names/Effects given by some of the civics and they are both subject to change.
4-Authorities have their own stats but in general they are just copies of whatever the Authority normally does as well as the original malus that having a Psiocratic Authority was along with a few little tweaks. Higher Tiers reduce the malus and buffs of the Civics.
5-Tier 3 of Authority Civic grants a 5% increase to Ship Evasion/Shields/ShieldRegen as well as a -5% to ship upkeep.
6-The Non-Lithoid Devouring Swarm has a civic that effects Corvettes and Destroyers but does not effect "Frigates" as it was made before they where a thing and I am currently using the old modifiers file. I also greatly dislike the implementation of "Frigates" and considering how specialized they are I may or may not add such a change to it. If I do add the chance it would be by replacing the effect the civic has on Destroyers and it would just be a mess compared to the others. Unlikely to be changed.
7-I plan on swapping having no fanatical ethics to be more like the Hivemind where instead of having just the 3 you have various sets of 3 that you get to pick from.
