The reason to this, is that you can't simply "add" a new unit to a hard-coded game when it is on. This would force the game to not only search for what id that has not been used but also make sure AI understand that this new unit now exist.
And if you mean that you for some reason upgraded your troop tree with a bunch of random recruits. Then you can simply click the remove button at bottom right where you added them.
