Question about prying chance

How exactly does the prying chance multiplier work?I assumed that 5, the maximum value, would guarantee 100% prying probability but now I haven't successfully pried a single door even though I have lvl 10 strength.

You can now use this new Sandbox Option to multiply the chance of failure when prying something open. The multiplier is 1 by default, and can go from 0 (Always succeed) to 5 (Always fail).
