How to upgrade settlement to a town or castle

Increased level of most of settlement builds including player home to 10+ completed quest line except for vilklens letter. THanks for any input.

havent played sika in awhile, but the settlements buildings cap out at level 20 which i did for all. maybe havent released the feature yet to upgrade. still very fun playhrough
