NPC Wearable?
Can NPCs wear the outfits? and if not currently is there a version that can or a file that needs to be modified to do so?

You can set "npcUse" to true in portraitprops.json files, in ModAssets/Hylas/Game/PortraitDynamic/Woman/Body/<asset id>.

If you want to create a custom NPC via mod to using these assets, you need to manually edit the mod cache manually. If I remember correctly the data should be assigned in "dress", inside "dressWoman" property.
