How do you activate the commercial and industrial cargo stops? They stay grayed out in the interface.

I was expecting the cargo stops to work similar to the passenger one. If I have a passenger station, it will build a bus station near the station and then add stops. I would think the cargo buttons would be the same but I can't ever get them to activate.
