Maybe since the Vlach culture is a hybrid culture of a south slavic culture and the Romans you could make a decision/event where a Vlach cultured (or vlach heritage) character could restore The Roman Empire. With some other prerequisite as well.

Okay, it's noted. I'm still working on a revision of the vanilla Roman Empire decision, so that will take some time.
