I'm level 500+, but I don't spawn with Quick Revive?

So Quick Revive is earned at Level 400, but when I boot up matches I don't get the perk when I spawn in. When I earned it at Level 400 I got it during the match, but from now on any map I load I don't spawn with the perk. I get the other bonuses tho like no fall damage and +1 global perk limit, so am I missing something?

You need to enable player loadout in the menu settings.
