500+ dev in trader town

In my game Trader Town has some how figured out to attain 8000+ development in about 20 provinces, and even after uniting all of Westeros (their ideas blow BTW) I was not even a valid rival for trader town. I'm certain it is a bug but, I'm curious if this is common or if I just happened to get very lucky/unlucky
