Game rule to increase cost. Like 1000 Prestige gives 100 Renown. 1000 Prestige gives 250 Renown.

Maybe an event tied to it and longer cooldown then a year?

This was my suggestion as well. 500 / 100 a year is a bit too easy.

Maybe also add piety as an option? There are houses famous for their piety I suppose.
