What about removing it if you use it on a crisis or devouring swarm (except for the swarm of course). It could be added back if you use it on normal empires though.

You've just doomed an entire star.
For the QSO you can also use less destructive modes of fire like the fleet one so maybe it is removed for destroying crisis fleets but sparing the systems
