How to fix this haze?

When I turn on low temp with snow, there is an ugly "haze" effect and it looks rather like the Space anomaly in STALKER. It is constantly moving because of what cuts the eyes, and also appears at every turn. Settings are at maximum, HDR is on. This use smokegrenade material. Does anyone know how to fix it?
