I know you can enable Sandbox/Cheat option, but I don't want my players to have access to the spawn menu, only me. I tried making it so that nobody else can spawn props, but something about having the Horde gamemode active with the sandbox option ticked simply makes it so that all sandbox settings are ignored, and they can continue spawning props and other things.
