在战车道的选举中没有最高得票者（即有两所学校各被选择两次），并阻止意外事件，紧急状态法案获得通过后完成 “紧急状态”国策和接下来的“巩固权力”国策。
在角谷杏巩固权力的事件链中尽可能强硬并导致局势恶化便会出现“西住美穗的抉择”事件。

Hi, sorry for the English, but how do you contest it when there are 5 events?
Do you pick a decision after the 4th event or am I missing something?
