i tried to simplify this as much as possible, so put it to use.

if you hit someone while neutral b is active it becomes stronger as well

as a trade off getting hit will put you in a big chunk of hit stun

I knew someone would say this, I don't mean that i don't know how to USE it, basically nothing appears when I press NB, and i know what do you mean, the metter thing and then use a attack, but in my case it does the initial animation and nothing appears, that is what I'm talking 'bout.

at one point while using Dspecial it fired a laser, how do i get that to happen more consistantly?

Yeah, it's most likely the map that you are using is rendering in front of the ability.

There are stage layers that goes over the meter that appears so it might be the stage layers causing this
