I'm having legitimate trouble getting the blast to trigger, the counter stops the opponent's attack, but doesn't fire. Is this a glitch?

down special basically works like a counter,the timing is a very low frame but if u use neutral special the timeframe is easier to hit,plus the blast becomes more powerfull,if you use the down special agents a projectile it will instead fire a ton of chara's side special projectiles.
