Landless characters not working?

I have the Wandering Nobles DLC, but Landless Characters don't show up for me as an option in the character selection window. Wanted to see if others had dealt with this and ways to troubleshoot.

I have redownloaded the mod, the game itself, verified game files, and no success so far.

Do you have roads to power? wandering nobles is just a flavor pack with more events so it wouldn't enable landless gameplay by itself. Game says you specifically need roads to power to play as Thror and other landless characters. I have it and it works just fine for me.
