Forming a Free Port/Pirate Republic & Special Modifiers
Free ports can be created in two ways currently

  • Naval Monarchy government type receives events based on certain triggers that allow certain port cities to become a free port.
  • Changing Tides event chain which fires under similar conditions for the "Raise the Black Flag" decision to allow a port ciy to become a freeport.

Naval Monarchy Create Free Port event.

The following conditions must be met:
  • Potential Overload must be a Naval Monarchy with at least 2 cities.
  • Any of their cities must have a port and either a Center of Trade or 10+ Development.

When the first event fires, it selects a port based on the conditions below, and assigns a special modifier "bustling port":
  • Has port
  • Center of Trade OR 10 Development
  • Cannot have over 23 Development
  • Cannot be the Capital

MTTH ~1 Year with the following modifiers to speed this up:
  • 10% Privateer Power in any node
  • Most Provincial Trade Power in Home Node
  • Any Coastal Port with Center of Trade lvl 2+
  • Any Coastal Port with Center of Trade lvl 3
  • Any Coastal Port with 30 Development

Event Options (Target is the province with "bustling port" modifier):

Option 1: Creates a Free Port type vassal from the Tag with Core and gives them the Free Port government type.
Only available if the Target province has a core from a Tag that doesn't exist and a Center of Trade

Option 2: Invest in the Province. Gives 1 of each dev type. If the province has 20 Dev and No Center of Trade, it also adds a center of trade.

Option 3: Exploit the Province. Adds Unrest, Devestation, Nationalism. Removes 25 Autonomy. Gives 100 Gold.



Changing Tides Event.

There are two main trigger paths for this event tree: Trade and Privateering

The following conditions must be met:

  • Trade Trigger: Have the most provincial trade power in home node.
  • Privateer Trigger: Have 5% Privateer Power in home node.
  • Both Triggers require all the normal requirements for raising the black flag:
  • Monarchy or Republic (No special reform type as specified by the original decision
  • requirements)
  • No more than 7 cities.
  • All cities have ports.
  • None of your provinces have the "bustling port" modifier.
  • Not bankrupt.

When the event fires, it selects a port province within your home node and applies the "bustling port" modifier.

MTTH ~1 Year with the following modifiers to speed this up:
  • 10% Privateer Power in any node
  • Most Provincial Trade Power in Home Node
  • Any Coastal Port with Center of Trade lvl 2+
  • Any Coastal Port with Center of Trade lvl 3
  • Any Coastal Port with 30 Development

Option 1: Trade Trigger Path
Adds "Free Trading Port" country modifier.
Change Government type to Free Port
Allows access to the "Trading Port" Free Port Government Reform type

Option 2: Privateer Trigger Path.
Adds "Free Raiding Port" country modifier.
Change Government type to Free Port.
Allows access to the "Raiding Port" Free Port Government Reform type

Option 3: Reap the Rewards. Gives 100 Gold. (Place holder currently to not force the change.)


Special Modifiers

Bustling Port Modifier:
  • 10 Province Trade Power
  • -10% Dev Cost
  • +25% sailors modifier

Free Trading Port Modifier:
  • 10% Trade Efficiency
  • 10% Global Trade Power
  • 10% Naval Tradition from Trade

Free Raiding Port Modifier:
  • 20% Privateer Efficiency
  • May Slave Raid (Gives early access to raiding before becoming Pirate Republic)
  • 10% Naval Tradition from Battle

Forming a Pirate Republic

Note: Currently the Vanilla "Hoist the Blackflag" decision is still present (mostly for testing purposes), but does not have the default "Island or Maghreb" requirement and is not the intended path for forming a Pirate Republic.

The custom Free Port government type is intended to allow you to follow a path to customize the transition from traditional Monarchy or Republic to one more Piratical in nature. You will make choices with each reform and ultimately will be given the choice of taking a final step to become a Pirate Republic with the final reform. If you followed the Privateer/Raiding path above to found your Free Port, you will now be a pseudo Pirate Republic - a Baby Pirate Republic.

You will have the ability to raid and have some helpful naval-focused bonuses. As you progress, you are not restricted entirely to Piratical activities, and can instead take your Free Port towards the path of a more traditional Plutocracy. Alternatively, perhaps you want to form a Naval Monarchy - this is meant to emulate the more Naval focused Monarchies (or pseudo-monarchies) of the period that often mothered many of the more famous pirate collectives...with leeway and lots of spices. If you stay the path, you can fully commit to the Pirates Life and will unlock access to the updated reform options.

Of course, if you find you are happy with the customized Free Port, you can always stick to your guns and not change.
