Reasons:
1. I'm lazy.
2. Non-overpass parts can't elevated. This would be useful for various reasons, mainly for if you want an elevated/bridge section to have an underpass/interchange.
3. No 1+2+1 for small 4 lane.
4. No versions for any of the median roads (excluding the NE2 one).
