To un-ban a player you'll have to manually delete their Steam ID from the banned.txt file. The file is located in:

"C:\Program Files (x86)\Steam\SteamApps\common\left 4 dead 2\left4dead2\ems\admin system."

Only the important thing is to delete the steam ID number. The name is the user of the steam account.

But if you want to erase it to make it clean, the better.

When you use the "ban" command against a player. Automatically create a file "banned.txt" and add the steam ID address with your username. Since it will not be able to enter your local server.

Now to let the banned people join your server, simply go to the file and delete the steam ID and its name, so that it is unbanned and can re-enter your server.
