Can we lower headshot damage??

Headshots are doing WAY to much damage to boss characters, like 1 shoting the entropy zero 2 bosses and cheese-grating characters that are supposed to eat atleast 1 headshot before they go down. EVEN AT 0.75 DAMAGE they still one-tap. Is there a way to specificaly nerf headshot damage?
