Есть известный баг с картой "Схватка", когда точка появления столицы упирается в край карты на водяную клетку. Тогда такое зависание возможно.
Было бы здорово взглянуть на скрин настроек перед построением мира и на скрин в момент зависания. Если удобно, то в дискорд.

Also, I'm still not able to see what level units are. I mouse over the unit, the various parts of the unit screen in the lower left. Nothing. Plus one of the screen shots in the mod shows a section that shows the level on the unit screen shot but I'm not getting that.
For now it's only one place with mouse-over level-window option. This place is --==XP SCALE==-- right under the unit name. It has only few pixels to detect. I will think how to expand this option to be more easily to understand and use.

Need to test how it is work.
That being factions are able to start Victory Projects as soon as they have the required technology. In my current game, I noticed that Al Farah's highest affinity was Harmony 10 and yet she was building the Emancipation Gate! I had previously noticed this but mostly it was with sponsors were at 14 and the affinity matched. This is the first time I noticed how it seems the "need the Affinity 15" metric was broken.
I will test without and modded sponsors as I said but I think I'd noticed it without using any, just not as badly. Also, this brings up something we "spoke" of months and months ago how I felt the Contact victory was broken given you could start the Victory Project without having to develop the tech for Deep Space telescope which meant every faction spammed towards this easy win. Has this been fixed? I haven't used the Contact Victory for months now.
