If you read settings.lua directly, rather than using MerkModUtil to do it, then you can activate or deactivate a mod like this on the fly. If you want an example, have a look at my Revenue Adjuster mod. When the user accesses the mod's settings in the CommonAPI, and then clicks 'save' the settings.lua file itself is immediately updated.

I know that, and had it mind, also for other mods.

But if the mod could react to changes, it needed to be continiously checked in the update game script and every call would read the file from the hard drive, which I don't wanted.

I already commented to CommonApi and the modUtil and made a suggestion that they could built an interface.

I agree, checking on each update would be a terrible waste of CPU resources.
With the Revenue Adjuster, I only check with the in-game year changes.
