First, subscribe to this workshop item.
Next, restart CSL.
Then, navigate to Content Manager from the game’s main menu and enable it.

How would you install this mod outside of Steam?

The easiest way would be to grab it from a machine where it already was installed via Steam, and just put the files on another machine in the mod folder, as I am not planning on releasing already-compiled files outside of the Steam Workshop, as I'd then have to give support for manual installations as well. The mod won't work without the 3Dconnexion software installed, though.

On a machine where the mod was installed via the Workshop, you'll find it in one of the subfolders here:
C:\Program Files (x86)\Steam\steamapps\workshop\content

"Normal" mods will be in these locations, and that's where you'd put the mod:
C:\Program Files (x86)\Steam\steamapps\common\Cities_Skylines\Files\Mods
C:\Users\YOUR_USERNAME\AppData\Local\Colossal Order\Cities_Skylines\Addons\Mods

You'll figure it out.

I am looking to install this mod outside of steam as well, but really have no way to get it from a machine where it was already installed. I subscribed and copied the Cities install to the Steamapps/common folder thinking i could trick steam into installing the mod but that was really wishful thinking. Any other suggestions? Could i somehow compile the code myself?
