Oh I found them. Right there in the speech skill tree. Silly me posting before looking harder.

excuse me but may I ask do you have any perk mod? I use SPERG and I don't see any perk for bard in my speech tree.

I use ordinator perk overhaul. I believe the perks I saw were part of that mod, not become a bard.

The perks you're likely thinking of are soft-perks. You get them for performing so many times at so many inns.

I also can't find the perks... I triple checked the speech skill-tree, but still. Am I doing anything wrong?

Yeah, I wish the old bard's journal hadn't changed - it showed everything, and listed what you needed to "perk up", and tracked what jarls you sang for how many times.

For the record I think it was:

1. Perform 15 times in taverns

2. Perform at least once in every tavern.

3. Perform 3 times in each tavern and have a bard skill of 100 (something like that.)

so do the perks appear on the skill tree once you've met the requirement? Because I haven't been able to find them either.

No - they used to show up in the bard's journal in an older version of this mod, though.

They never appeared in the Bard Journal. Once earned, your active perk will appear in your active effects list, where all of your other buffs are listed. You earn the perks from playing in taverns. The perks have nothing to do with the existing Skyrim perk trees and do not interfere with any perk-related mods.
