[3.7.3] [462f] Repost: Secure the Borders Agenda only gives combat bonuses, does not affect construction cost.

It should be that "Secure the Borders" gives the following bonuses:
- Defense Platform Build Cost -15%
- Defense Platform Damage +25%
- Defense Platform Hull Points +25%

However only the following bonuses occur:
- Defense Platform Damage +25%
- Defense Platform Hull Points +25%

The build cost bonus does not apply.

Captured a Shattered Ring from primitives, cannot set my own species for growth, even though I have a single pop of that species on the planet. Population controls are enabled in policies, allowing me to select species on every other planet.

There is a workaround to this issue, that is, you have to enable population control on the primitive spiecies, so it cannot grow at all and this will cause your species which can grow fall into the auto-select for growth slot. The thing however is, that in the select species screen still only one species remains, whatever species is the top. So this is a bug about the Shattered Ring being unable to display more than one species in the select species panel and only displaying the top growing one.
