Indentured Servitude pop can't take enforcer job,this leads to another annoying bug:
A plant full of Indentured Servitude pop with unemployed enforcer job and some unemployed pop, I move one Full Citizenship pop to the plant wish it to take unemployed enforcer job, but it replaced a Medical Worker that a Indentured Servitude pop is doing rather take empty enforcer job, leave enforce job still unemployed.
