1.48 Update and Oklahoma

Mod not working for new DLC, new profile no other active mods and is not unlocking Oklahoma at all.

There's two options here:

The mod was not enabled at profile creation, in which case it won't do anything. If you don't know how to do that, follow the usage instructions pinned in here.
If you were subscribed to the mod prior to the update I released today, Steam may not have updated it for you yet. The most reliable way to get Steam to download workshop updates, is to trigger a verification of the integrity of your game files. You can find a guide on how to that here, https://help.steampowered.com/en/faqs/view/0C48-FCBD-DA71-93EB . If you have the update, the mod icon in-game should have 1.8 on it, as well as stating its version to be 1.8 when you open the mod information.

I unsubscribed and resubscribed then started a new profile and it worked perfectly fine. Thank you for the info.
