Not sure about the balance of some of these bonuses, so this is more concept than hard numbers

Description: Through the harsh lessons of a history steeped in passionate war, this society has refounded itself on logic. Education provides not only knowledge, but instructs pupils in techniques to detach from their emotions and seek rational solutions to disharmony. Only then can conflict be avoided, ensuring a long and prosperous survival for all.

Requirements: Pacifist + Materialist

Effects:
  • Militarist Ethic Attraction: -50%
  • +1 Educator per 20 pops
  • Can build the Learning Center, which provides +4 Housing, +3 Amenities, and 1 Educator Job.
  • Educators produce +1 Unity and -5 Crime
  • Academics produce +2 Unity and -10 Crime

Note: The inspiration for this is half Vulcan, half Confucian. Basically these people debate their way past social discord and rely less on Enforcers beating it down. Free Educators and Learning Centers ensure than even low-infrastructure worlds have a few rural or factory teachers serving as moral guides (cue Ming China).

Education Policy can magnify the bonus outputs. I considered an upkeep reduction, but I think that would just flatten the decision tree by making Education for All/Transcendent more of a no-brainer than it already is. I would like players to still be able to finesse the policy for varied effect, at varied expense. You take this civic and it becomes your primary tool for lots of things.

Thanks for that, glad you like. It's gotta be the only Star Trek trope they haven't bothered to include by now, yet it's the most obvious one.
