Massive Stuttering when moving the camera

Whenever the camera rotates in this game (even during the title screen) the framerate completely plummets, and then it goes back to normal when it's done rotating. This doesn't happen in DX Revision and I'm completely at a loss as to what's going wrong. I'm down to record some footage if it'll help.

Anyone have any ideas?
