It would create conflict between France and Germany, and it would possibly allow for some more princess to be released....
Also adding some more provinces from Germany to the HRE (while they're still german claim) is also interesting.
The Iberian Wedding would also make sense if Aragon is weakened, soo maybe I will add it too.
That would defeat the point as France would not release all the nations as independent princes, having it be part of the HRE would
a) create potential for more princes to be create
b) add more conflict to Germany and France, without weakening either of them
c) It would worsen the French situation if they wait for too long though.
Only thing I can think of would be to delay Germany. So can't have already conquered half of the Baltics, Scandinavia and Poland by the 1550s. As taking even more development from it would make the point of calling it GERMANY kind of useless the only thing I can think of would be a "War of the Roses" style event disaster at the beginning of the game, which you could make lead into a debuff that gives massively incread hostile core creation cost on germany while SEVERLY nerving it's military until you finish a mission chain. Stuff that might work for that would be having all provinces prosperous to remove one part of the debuff, and having a certain development in other to remove another part of the debuff. Start the game with maybe only one fort and forces you to build some.
Also,.. maybe give Hungary and Austria a bigger one with the buff stick, without HRE the ottomans have it WAY too easy in that direction. OR buff the Mamluks to offset that.
