period works the same as for othere events. Period=10y makes something happen every 10 ingame years. In case of action type="SetRaider" it will trigger a attack.
hardcore_timer works only for SetRaiders and hardcore mode.
If you set it to 25y for the IronAge raiders, players will get Iron Age Equip raiders regardless of the player era - in hardcore mode.
Raiders still will keep up with the player era in normal and hardcore - therefore I like high numbers there - depending on the scenario - so players can stay longer in the early eras without the need to rush.
There might be some info for you in the faltlands discussion: https://steamcommunity.com/sharedfiles/filedetails/discussions/1693186543
Check the Modding essentials and download the base game scenarios: https://steamcommunity.com/app/858810/discussions/1/
And the Workshop discussions (use the earch function - helps sometimes):

There is also this (linked in the Modding essentials): https://madrugaworks.com/dawnofman/scenario_reference.php
PS: Since the SetRaider actions in the easy flatlands trigger attacks of 0 Something, changing the period won't have any visible effect.
