A: No.
EA: It probably won't work with a converted save game. Since the converter itself makes a mod it can be impossible to make the two compatible if you mess with the same things as the converter. As a result this mod will never have any work put into it to make it compatible with a CK2 save game conversion. Scandinavian Flavour is first and foremost for regular EU4.
A: Most likely at each major patch release.
EA: I don't always have time to update for each patch and thus I tend to focus on the big patches since they bring the most changes and are the most likely to wreck the mod. The amount of effort needed to update the mod also varies, I might have been working on a new feature when a hotfix drops, in that case I may focus on getting the feature to work first before I update the mod.
A: An event will fire shortly after the reformation has begun.
EA: It is currently disabled, but I'll have it fixed for the next release.

EA: I fully intend to make use of the parliament system, and probably play as much as I can with it to integrate it fully with the existing faction system.
Will you be using the new parliament system for a allthing? I have to admit it sounds really useful/interesting. It might work better than your current allthing faction system.
What update do you think added the most improvements?
I don't think mine is the best. Personally I think the Tenth Idea is probably the best mod out there. It's small, good and improves the game without too many changes.

You will notice, however, that you can become the "Lion of the North" if you fight on the side of Protestantism in the 30 Years War. ;)
