I want to assume that the creator did write it to have Team Fortress 2 textures first in the hierarchy for texture application.

Do you have tf2 mounted? You probably do, but I want to make sure.
If you do, then what specific map did it not work on. I noticed issues with incorrect textures on pl_badwater, so check if it works there.

Since alot of tf2 textures share the same file names as the gmod/hl2 assets
