Does adding new buildings include adding no interiors?
My suggestions:
A tribunal.
A city Hall.
Roof access.
Expand the fire station and the police station.
(Cloakroom, break room, meeting room ...).
A theater or cinema.
Add a day / night cycle and remove this rain.
I will edit when I have new ideas.

yes add a day and night aspect but have the rain happen occasionally but only at night!
you gotta admit the rain adds a layer of uncertainty like gotham city in some reguard rundown and rainy!
I do still hope there are other districts and by that I mean maps maybe like union city north or south or east or west maybe north is based on Times square or maybe upstate new york the list could go on I'd love to see what this guy could be capable to if we give him the time he needs!
