The sanatorium only needs to be reachable, either in the same dome or a connected dome.
Sorry the security station is per dome only, thats how it works in vanilla as well. The mechanics of catching renegades outside the home dome do not exist.
The security station shifts are just like any other workplace. f a shift is off, its not doing anything and no renegades get caught or cured during that time.

I originally subscribed Internal Affairs, but when I see Crime And Vindication I unsubscribed this mod and subscribed Crime And Vindication.
Now I made Institute of Forensic Psychiatry Dome in my real-game, but Sanatorium still has Cure Renegade option and it cured one of my Renegade... without any Officer who paroles him.
Turning off a mod removes everything from that mod.
Resubscribing and turnning off this mod doesn't help either.
When you remove a mod by disabling it, all sorts of bad things happen, that is why you get a big fat warning in the mod manager when you enable or disable mods.
It is also why you get a big warning loading a save with a missing mod.
Running code that is dependent on a mod being installed gets broken when a mod is missing in a save game. Never under any circumstances disable any running mod from a save game.
You can disable mods and play a new game and thats how it works.
A mod author can install a function to turn off their mod in a running game interactively and return functions to the game engine, but the mod must still remain as enabled in the mod manager for that save game.
Some of my mods have that feature. Internal Affairs does not. I can look into adding it in the future.
Until then, understand that if you turn off any of my mods in the mod manager, none of my code is running. What effect that has on your save game will be unknown and is something I cannot repair.
what has gone rong?
