No, it's not "Flat" - do you know that you can have Weather in Interior Cells? Check under Cells - Lighting, Show Sky, Sky Lighting (none). Interior Cells are Floors. Unless using a WorldSpace where the land is bulky or rough, or not flat, Interior cells are usually or always Flat -- like some Flathead Skeptics who criticize Mods.
