Report a translation problem
This mod only overwrites the Starbase building (now the 2.2 version) file but I didn't change anything beyond prices and resource output, so thats almost definetly not the issue. This Mod also adds another building (Hydroponics Bay II) via a 2nd file but any bugs and should thanks to the compartmented nature be limited to that building or at maximum its display ingame.
...I have run into weird bugs with my other mod too. I thought it (adds megastructures) removes the display of Megastructure Effects (the new ones have some empire wide effects) in the Megastructure window but it turns out, that if you have a ruined megastructure generally (with or without my mod) and open its window once, that means for the rest of that session megastructure effects aren't displayed.
There are definitely some weird bugs in the current 2.2 build. But I'll look into the stuff you mentioned.
