Full change list (!SPOILERS!)
Added two characters to bars, one in flotsam, one in the rebel base in the border zone (second only has chance of appearing, Flotsam one is always around) who will give you verbal directions to Sanctuary.

-Serf (okayish stats) recruitable right away.
-Alinius, the leader of the Holy Nation refugees.
-Regular bar fly drifters there too.

If you agree to help Alinius spread the word about Sanctuary, it will unlock a dialogue you can have with any leader of a Holy Nation Outlaw squad, even if they are attacking you (cancels the attack). Depending on who you're talking to, they'll follow your advice, raising your rep with the Holy Nation Outlaws.

Spread the word enough and you'll become renowned among the loose bands of outlaws. Gain enough rep and Alinius will decide to join you, a high stats (though not stupidly high) character to add to your roster.

In Sanctuary there is a huge price markup on Generator Cores, and Luxury Goods, if you want to help them out in that way.

The traders there (two of them) have a pretty diverse hodge podge of goods so you have random chances to find something interesting.

Also tweaked the biome spawn area so you should find camps littered around Sanctuary of outlaws who have joined up, but still prefer to sleep under the stars. You can quiz them about things they've seen.

I know this post is years old, but thank you for this explanation of the sort of 'quests' that Alinius gives. I think this mod is included in the Genesis pack or whatever it is, ran across this on accident from some drunk in a bar. Surprisingly amazing, and as I am roleplaying as a diverse Khanate of former outlaws, slaves, and mercenaries, having an ally like this is essential.
