[Please ignore, I was wrong] NPCs are broken but I have nothing conflicting with them

I am certain I don't have any addons conflicting with Scenic NPCs, but some NPCs break and I have no idea why, I have screenshots of the broken NPCs below. (hopefully the screenshots help)

Edit: fixed the title as it had a grammar mistake|
Edit 2: I was wrong, an addon is breaking it, I'm troubleshooting now
