Why would Steam ban you for it? This isn't malicious, and this isn't an MMO - any advantage you have over someone else playing TL2 differently is meaningless, and this is an excellent tool for previewing what each class at max level is like, and what types of builds you can make. This can be considered just as much of a learning tool as it can be considered a 'cheat' and there's nothing inherently "wrong" about it.

You would be banned from network mode if you use ANY mods, this is no different. I heard you can only connect to player who have the same mods you have, but I never tried it. I use Torchlight 2 Rapid Respec (google it), it helps. This game's networks are getting less busy by the day, not that many people play and since everyone uses at least one mod when they've played for a while (I didn't use mods for 1 year at all) basically you get tired of doing things the hard way and want to enjoy the game instead. Mods can help with that.
