Is AI cheating in skirmish?

I'm playing against Easy AI.
I control 3 out of 4 mining outpost and dominate battles in early games (kill much more ships than I loose), yet AI is constantly out-produce me despite having only one station.

WTF?

Yes, the AI cheats. A lot. Especially in this mod.
