More detailed information would help to track down the problem.

same issue here. I went to my library and booted Star Wars: Empire At War from there and enabled the Forces of Corruption expansion when I loaded the game, and from the main menu you can go to Mods and enable the mod.

This will not work if you load it from your downloads list (god knows why)

I recently found the same issue with the workshop mods myself. I saw a video from Corey Loses channel on YouTube that proposed a fix that worked for me.

This is the youtube link to the video:

You just need to go to the launch options of EAW gold game and paste this:

Modpath=..\..\..\workshop\content\32470\

This line will be the same for every mod (or until now it hasn't given me any problems making them play).

Then you need to paste the number after the id tag on the workshop mod page URL.
If you copy the URL of Awakening of the Rebellion for the example you shall obtain this number:

1193084624

Finally, the line pasted in the launch options of the mod shall be:

Modpath=..\..\..\workshop\content\32470\1193084624

Where you see I pasted the number obtained from the worshop mod page.

It should work the same for every mod, just change the last numbers.
If I have mispelled some words pardon me, I'm not English.

All credits to Corey Loses, it helped me a lot!
ya tried launching it from forces of corruption

Another way to do it is to go to:

Games > Steam Games > steamapps > workshop > content > 32470

Copy the file with correct number (ex. 1193084624) go too:

Games > Steam Games > steamapps > common > Star Wars Empire at War > corruption > Mods

Then paste the file in the Mod folder. Once it finishes copying click play empire at war force of corruption in steam.

Go to the Mods Tab in Options and click the the mod. It will say Local and the name of the file. do not put more than one mod in the mod folder or it will not work.

Hope this helps.

Thanks Alex! this helped a lot! my game is now running pretty smoothly with just one issue... for some reason mon mothma and the dreadnaught class vessels are speaking some european language, (perhaps german or swedish?) any idea on how to fix this?

are you launching from the standard gfame or forces of corruption? because I needed to do the latter in order for it to launch.
