Bug/Glitch Reporting
The title says it all.

Before posting an issue, check if anybody else is also having it and BE SURE to tell me that you are also having the issue.

when I want to use it he keeps on taking it on and off constantly

You need to have another weapon in your inventory. The PES switches to your last weapon when the animation is done. I will add this to a FAQ that I'm working on.

Third person animations are a pretty difficult thing to make, as they override the default Valve Skeleton animations for players. And i don't even know how to do it.

Okay then, I'll put this on the bug/glitch discussion. When equipping the helmet, it is completely invisible in my hands but completely visible on the my head. There is a small black dot that I can see during the animation but it is very minute and hard to see let alone notice.

This "Nerve gas" must be dealing a form of damage that is, ironically, not DMG_NERVEGAS. I'll look into that in a few hours.
