THE SIRENS IN THE BACKROUND THE END OF THE WORLD
I HEARD SIRENS. AND IT SOUNDED LIKE THE END OF THE WOLRLD AND LOOK AT THIS PLACE. TELL ME IT DOSN'T LOOK LIKE THE WORLED ENDED COULD THIS BE A FLASHBACK?

They can, people just know that they'd kill them selves if they make a bomb too powerful. They'll also go to hell for it.

Not just that but (If i'm correct) a tactical nuke is 2x as strong as a regular nuke.

I just looked up the wikipedia article for "tactical nuke". Usually they're less strong.

before the atomic bomb dropped there was a siren many people got underground but the bomb was too powerful it destroyed the bomb shelter and everything else

If the A-bomb wiped out an entire city (2, but separate bombs) then what will stop us from making nukes that destroy countries?
