Prevent empire name change

Description
When you upgrade your government to its advanced form, the game automatically changes your empire name. My mod solved this issue which might break your immersion.

Both your empire name and ship prefix will not be changed when you change your government type, no matter you upgrade, downgrade or switch to different type.

However the ruler title still changes when switching to a different type of government instead of simply upgrading it.

AI empire's name( and ship prefix) only remain unchanged when they change their government to advanced forms. Since they never downgrade, there's no problem with that.

Only works for vanilla governments.

Only works for 1.4 and wont't be updated, as in 1.5 empire names no longer change.

Compatibility:
common\random_names\00_empire_names.txt is replaced

Oh i wasnt aware it cannot happen, thats a grannd mod :) I created like 20- 30 of my own empires i ussualy meet them in my game so i really like that they wont be changing the names i came up with anymore :)

@Slim Shady I never tested that since this cannot happen. I believe the empire name and ship prefix would stay the same, but leader title is expected to change due to heir not existing in democracy.
