[Defunct] Jumpable Relics Tweak

Description
Marking all my Homeworld and Space Engineers mods as defunct until I can consider the game stable enough patch-wise to update them. Sorry.

Sets the following ship stats and options:
meg_relic_rugenerator (Commonly known as the Relic in Multiplayer games):
- Transferrable to allies! Woo! Dunno if the RUs are given too, but who knows.
- Hyperspace-jumpable. Costs from 4000RUs to 14000RUs.
- Bumped health up a bit
- Removed advertised movement feature to combat crashes from hiig interceptors running into it.

Okay, removed the movable feature because, well, it was slow as shit and kinda a waste.

I am aware of the bug that causes the game to crash and say "General failure". It's something in the collisions avoidance system and I have no idea how to fix it.

Relics are jumpable but they need to have something with a Hyperspace Module nearby. It's not integrated because that would be overpowered. Did you check that?

Also you should be able to do it via the diplomacy menu.
