the cliffs aren't too steep, the designer is just making it easier to use a "bay Bridge asset and undercut the easement to put a train track under a bridge

To the point of the previous comment you can adjust the sea level for yourself, however, note that if you decide to use dams you are guaranteed to flood your city. Also 177 still caused natural overflow in my test without building anything. 150 worked as a better sea level that did not have natural overflow from the game's waterflow simulation. The other thing I did that seemed to work before setting the sea level to 150 is removing the water sources on either side of Ward's Island. Even at 150 though it is likely that when some foundations are built by the coast there may be water flooding. This is just me guessing because I have not actually played on the map yet. I only ran the simulation in the map editor just observing waterflow over time specifically.

The water height can be easily fixed by going to the map editor and changing the sea level to 177.

Like the others have said already, the cliffs are too steep. Other then that its a great map

@MrXanathos, yeah i've had the same issue, I really don't understand it, i've been trying to get used to the way the water needs to be setup but I just can't get it to work as well as the vanilla maps
