Only affects AI. Suitable for players who prefer the RTS experience.

Includes game rules related to generation, compatible with game_rule_gadget, and can be modified in-game. It is recommended to use together with Enhanced Rules Interface (Feature Separation). You can toggle the appearance of Conquerors at any time during the game.

You need to find the trigger game rule, set it to yes. And you will see a debug interaction for existing save game to trigger the situation.
