HOWEVER... you *CAN* go into the Rules and edit the Wonder "Pyramid" to send the limit up by any number you like, thus, making "infinite" cities. You can do the same thing with "Colossus" and the Population Limit, but this is a dangerous thing to do since any computer can build these wonders... not like they really ever use the manpower or city number though. I've tried to see what happens when an AI builds these, but it doesn't change how they play. Like, at all.
